pokrm\u016f \u2013 ot\u00e1zky a odpov\u011bdi<\/a><\/li>\n<\/ol>\n\n\n\n<p><strong>St\u00e1tn\u00ed zem\u011bd\u011blsk\u00e1 a potravin\u00e1\u0159sk\u00e1 inspekce (SZPI) vykon\u00e1v\u00e1 dozor u provozovatel\u016f potravin\u00e1\u0159sk\u00fdch podnik\u016f v&nbsp;oblasti spole\u010dn\u00e9ho stravov\u00e1n\u00ed od 1. ledna 2015.&nbsp;<\/strong>Kompetence pro kontrolu dodr\u017eov\u00e1n\u00ed povinnost\u00ed PPP jsou definov\u00e1ny v \u00a7 16 z\u00e1kona \u010d. 110\/1997 Sb. o potravin\u00e1ch a tab\u00e1kov\u00fdch v\u00fdrobc\u00edch.<\/p>\n\n\n\n<p>V\u00fdkon dozoru nad v\u00fdrobou a uv\u00e1d\u011bn\u00edm pokrm\u016f na trh je rozd\u011blen zejm\u00e9na mezi St\u00e1tn\u00ed zem\u011bd\u011blskou a potravin\u00e1\u0159skou inspekci a org\u00e1ny ochrany ve\u0159ejn\u00e9ho zdrav\u00ed (krajsk\u00e9&nbsp;hygienick\u00e9 stanice).<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>ZM\u011aNA DOZORU od 1. ledna 2025<\/strong><strong>:<\/strong><\/h3>\n\n\n\n<p><strong>V n\u00e1vaznosti na z\u00e1kon \u010d. 321\/2024 Sb.,&nbsp;<em>kter\u00fdm se m\u011bn\u00ed z\u00e1kon \u010d. 167\/1998 Sb., o n\u00e1vykov\u00fdch l\u00e1tk\u00e1ch a o zm\u011bn\u011b n\u011bkter\u00fdch dal\u0161\u00edch z\u00e1kon\u016f, ve zn\u011bn\u00ed pozd\u011bj\u0161\u00edch p\u0159edpis\u016f, a dal\u0161\u00ed souvisej\u00edc\u00ed z\u00e1kony<\/em>,&nbsp;doch\u00e1z\u00ed ke zm\u011bn\u011b z\u00e1kona o potravin\u00e1ch a tab\u00e1kov\u00fdch v\u00fdrobc\u00edch \u010d. 110\/1997 Sb. a SZPI bude od 1. 1. 2025 vykon\u00e1vat dozor u \u0161irok\u00e9ho spektra provozoven stravov\u00e1n\u00ed:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>restaurace<\/li>\n\n\n\n<li>cukr\u00e1rny, kav\u00e1rny a \u010dajovny<\/li>\n\n\n\n<li>provozovny rychl\u00e9ho ob\u010derstven\u00ed v\u010detn\u011b \u0159et\u011bzc\u016f a fran\u0161\u00edzov\u00fdch s\u00edt\u00ed<\/li>\n\n\n\n<li>bufety, kant\u00fdny<\/li>\n\n\n\n<li>stravovac\u00ed slu\u017eby poskytovan\u00e9 v\u00a0r\u00e1mci maloobchodu a \u010derpac\u00edch stanic<\/li>\n\n\n\n<li>vin\u00e1rny a vinot\u00e9ky<\/li>\n\n\n\n<li>pivnice, v\u00fd\u010depy<\/li>\n\n\n\n<li>bary, herny, diskot\u00e9ky<\/li>\n\n\n\n<li>st\u00e1nky s\u00a0ob\u010derstven\u00edm<\/li>\n\n\n\n<li>v\u00fdroba a rozvoz pokrm\u016f<\/li>\n\n\n\n<li>catering<\/li>\n\n\n\n<li>stravov\u00e1n\u00ed pro zam\u011bstnance<\/li>\n\n\n\n<li>stravov\u00e1n\u00ed v r\u00e1mci ubytov\u00e1n\u00ed (hotely, penziony)<\/li>\n<\/ul>\n\n\n\n<p><strong>S \u00fa\u010dinnost\u00ed od 1. 1. 2025 v&nbsp;n\u00e1vaznosti na nov\u00e9 zn\u011bn\u00ed \u00a7 16 odst. 1 p\u00edsm. a) z\u00e1kona \u010d. 110\/1997 Sb. maj\u00ed org\u00e1ny ochrany ve\u0159ejn\u00e9ho zdrav\u00ed (krajsk\u00e9 hygienick\u00e9 stanice \u2013 KHS) kompetence ke kontrole pouze u n\u00ed\u017ee uveden\u00fdch provozoven spole\u010dn\u00e9ho stravov\u00e1n\u00ed \u2013 v&nbsp;souvislosti s<em>:<\/em><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>poskytov\u00e1n\u00edm zdravotn\u00edch slu\u017eeb \u2013\u00a0nemocni\u010dn\u00ed stravov\u00e1n\u00ed, stravov\u00e1n\u00ed v\u00a0l\u00e1ze\u0148sk\u00fdch za\u0159\u00edzen\u00edch<\/li>\n\n\n\n<li>poskytov\u00e1n\u00edm soci\u00e1ln\u00edch slu\u017eeb \u2013 nap\u0159. stravov\u00e1n\u00ed v domovech pro seniory<\/li>\n\n\n\n<li>poskytov\u00e1n\u00edm slu\u017eby p\u00e9\u010de o d\u00edt\u011b v d\u011btsk\u00e9 skupin\u011b<\/li>\n\n\n\n<li>stravov\u00e1n\u00edm v za\u0159\u00edzen\u00edch \u0161koln\u00edho stravov\u00e1n\u00ed nebo V\u0160 stravov\u00e1n\u00ed \u2013 \u0161koln\u00ed j\u00eddelny, V\u0160 menzy<\/li>\n\n\n\n<li>ve V\u011bze\u0148sk\u00e9 slu\u017eb\u011b \u010cesk\u00e9 republiky, ve vazebn\u00edch v\u011bznic\u00edch, ve v\u011bznic\u00edch, v \u00fastavech pro v\u00fdkon zabezpe\u010dovac\u00ed detence<\/li>\n\n\n\n<li>v r\u00e1mci \u0161koly v p\u0159\u00edrod\u011b, zotavovac\u00edch akc\u00ed pro d\u011bti a jin\u00fdch podobn\u00fdch akc\u00ed pro d\u011bti<\/li>\n<\/ul>\n\n\n\n<p><strong>S&nbsp;v\u00fd\u0161e uveden\u00fdm souvis\u00ed i zm\u011bna registra\u010dn\u00ed povinnosti, provozovny pod dozorem SZPI se budou registrovat u SZPI. Registrace provozoven stravov\u00e1n\u00ed po dozorem KHS z\u016fst\u00e1v\u00e1 v&nbsp;kompetenci m\u00edstn\u011b p\u0159\u00edslu\u0161n\u00fdch KHS \u2013 viz d\u00e1le sekce Oznamovac\u00ed povinnost.<\/strong><em>(pozn.: p\u0159ed 1. 1. 2025 se v\u0161ichni provozovatel\u00e9 potravin\u00e1\u0159sk\u00e9ho podniku provozuj\u00edc\u00edho stravovac\u00ed slu\u017ebu registrovali u m\u00edstn\u011b p\u0159\u00edslu\u0161n\u00e9ho org\u00e1nu ochrany ve\u0159ejn\u00e9ho zdrav\u00ed \u2013 KHS).<\/em><\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Provozovatel\u00e9 poskytuj\u00edc\u00ed stravovac\u00ed slu\u017ebu, kte\u0159\u00ed ozn\u00e1mili zah\u00e1jen\u00ed\/zm\u011bnu\/ukon\u010den\u00ed \u010dinnosti m\u00edstn\u011b p\u0159\u00edslu\u0161n\u00e9 KHS p\u0159ed 1. 1. 2025, splnili svoji registra\u010dn\u00ed povinnost a ji\u017e nemus\u00ed zas\u00edlat ozn\u00e1men\u00ed SZPI.<\/strong><\/h4>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Z\u00e1kladn\u00ed povinnosti provozovatel\u016f spole\u010dn\u00e9ho stravov\u00e1n\u00ed:<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Oznamovac\u00ed povinnost<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Z\u00e1kladn\u00ed povinnost\u00ed provozovatel\u016f spole\u010dn\u00e9ho stravov\u00e1n\u00ed je&nbsp;<strong>povinnost oznamovac\u00ed<\/strong>, a to&nbsp;<strong>v&nbsp;souladu s \u00a7 3 odst. 1 p\u00edsm. i) z\u00e1kona \u010d. 110\/1997 Sb.<\/strong>, o potravin\u00e1ch a tab\u00e1kov\u00fdch v\u00fdrobc\u00edch a o zm\u011bn\u011b a dopln\u011bn\u00ed n\u011bkter\u00fdch souvisej\u00edc\u00edch z\u00e1kon\u016f, ve zn\u011bn\u00ed pozd\u011bj\u0161\u00edch p\u0159edpis\u016f.<\/p>\n\n\n\n<p><strong>Nov\u011b od 1. 1. 2025 plat\u00ed, \u017ee se \u00fadaje p\u0159i provozov\u00e1n\u00ed stravovac\u00ed slu\u017eby uveden\u00e9 v \u00a7 16 odst. 1 p\u00edsm. a) oznamuj\u00ed krajsk\u00e9 hygienick\u00e9 stanici, kter\u00e1 je neprodlen\u011b p\u0159ed\u00e1v\u00e1 St\u00e1tn\u00ed veterin\u00e1rn\u00ed spr\u00e1v\u011b, a p\u0159i provozov\u00e1n\u00ed stravovac\u00ed slu\u017eby jin\u00e9 ne\u017e uveden\u00e9 v \u00a7 16 odst. 1 p\u00edsm. a), \u00a7 16 odst. 2 p\u00edsm. a) a \u00a7 16 odst. 3 p\u00edsm. a) se oznamuj\u00ed St\u00e1tn\u00ed zem\u011bd\u011blsk\u00e9 a potravin\u00e1\u0159sk\u00e9 inspekci, kter\u00e1 je neprodlen\u011b p\u0159ed\u00e1 St\u00e1tn\u00ed veterin\u00e1rn\u00ed spr\u00e1v\u011b.<\/strong><\/p>\n\n\n\n<p>\u00a0<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"800\" height=\"534\" za\u010d\u00ednaj\u00edc\u00ed podnikatele.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Povinnost dodr\u017eovat hygienick\u00e9 po\u017eadavky a zav\u00e9st postupy zalo\u017een\u00e9 na z\u00e1sad\u00e1ch HACCP<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Provozovatel za\u0159\u00edzen\u00ed spole\u010dn\u00e9ho stravov\u00e1n\u00ed mus\u00ed zejm\u00e9na dodr\u017eovat obecn\u00e1 pravidla a po\u017eadavky na hygienu, kter\u00e9 jsou obsa\u017eeny v tzv. hygienick\u00e9m bal\u00ed\u010dku, souboru pr\u00e1vn\u00edch p\u0159edpis\u016f, kter\u00e9 stanovuj\u00ed z\u00e1kladn\u00ed hygienick\u00e9 podm\u00ednky, kter\u00e9 provozovatel potravin\u00e1\u0159sk\u00e9ho podniku mus\u00ed spl\u0148ovat, aby zajistil v\u00fdrobu zdravotn\u011b nez\u00e1vadn\u00fdch potravin.<\/p>\n\n\n\n<p>Mezi st\u011b\u017eejn\u00ed sou\u010d\u00e1sti hygienick\u00e9ho bal\u00ed\u010dku pat\u0159\u00ed:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>na\u0159\u00edzen\u00ed Evropsk\u00e9ho parlamentu a Rady (ES) \u010d. 852\/2004 o hygien\u011b potravin, v platn\u00e9m zn\u011bn\u00ed,<\/li>\n\n\n\n<li>na\u0159\u00edzen\u00ed Evropsk\u00e9ho parlamentu a Rady (ES) \u010d. 853\/2004, kter\u00fdm se stanov\u00ed zvl\u00e1\u0161tn\u00ed hygienick\u00e1 pravidla pro potraviny \u017eivo\u010di\u0161n\u00e9ho p\u016fvodu, v platn\u00e9m zn\u011bn\u00ed,<\/li>\n\n\n\n<li>na\u0159\u00edzen\u00ed Komise (ES) \u010d. 2073\/2005 o mikrobiologick\u00fdch krit\u00e9ri\u00edch pro potraviny, v platn\u00e9m po\u017eadavky vztahuj\u00edc\u00ed se na v\u0161echny f\u00e1ze v\u00fdroby, zpracov\u00e1n\u00ed a distribuci potravin.
