Toto t\u00e9ma je jedn\u00edm z&nbsp;aktu\u00e1ln\u00edch bod\u016f nadch\u00e1zej\u00edc\u00ed sch\u016fze Poslaneck\u00e9 sn\u011bmovny Parlamentu \u010cR, kdy je dan\u00e1 novela p\u0159edkl\u00e1d\u00e1na v&nbsp;r\u00e1mci poslaneck\u00e9 iniciativy. C\u00edlem novely je odejmout org\u00e1n\u016fm ochrany ve\u0159ejn\u00e9ho zdrav\u00ed \u2013 krajsk\u00fdm hygienick\u00fdm stanic\u00edm (OOVZ \u2013 KHS) v\u00fdraznou \u010d\u00e1st dozoru nad provozovnami poskytuj\u00edc\u00edmi stravovac\u00ed slu\u017eby. Hroz\u00ed v\u00fdrazn\u00e9 sn\u00ed\u017een\u00ed kvality st\u00e1tn\u00edho zdravotn\u00edho dozoru nad t\u011bmito provozovnami a zv\u00fd\u0161en\u00ed rizika mo\u017en\u00e9ho ohro\u017een\u00ed zdrav\u00ed konzument\u016f a spot\u0159ebitel\u016f. Naprosto nezastupitelnou \u00falohu v&nbsp;tomto dozoru sehr\u00e1v\u00e1 z\u00e1kon \u010d. 258\/2000 Sb., o ochran\u011b ve\u0159ejn\u00e9ho zdrav\u00ed a&nbsp;<\/strong>&nbsp;o zm\u011bn\u011b n\u011bkter\u00fdch souvisej\u00edc\u00edch z\u00e1kon\u016f<strong>. Kompetenci k&nbsp;tomuto z\u00e1konu maj\u00ed v\u00fdhradn\u011b OOVZ \u2013 KHS a nikoli St\u00e1tn\u00ed zem\u011bd\u011blsk\u00e1 a potravin\u00e1\u0159sk\u00e1 inspekce (SZPI) z&nbsp;resortu Ministerstva zem\u011bd\u011blstv\u00ed. Dosud prezentovanou argumentaci podporovatel\u016f a inici\u00e1tor\u016f p\u0159edkl\u00e1dan\u00e9 novely HSHMP z\u00e1sadn\u011b odm\u00edt\u00e1 a pova\u017euje ji za ryze \u00fa\u010delovou.<\/strong><\/h3>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"221\" height=\"104\" src=\"https:\/\/potravinyx.cz\/wp-content\/uploads\/2021\/01\/LOGO-HSHMP.png\" alt=\"\" class=\"wp-image-3829\"\/><\/figure>\n\n\n\n<p>Z\u00e1kladn\u00edm posl\u00e1n\u00edm hygienick\u00fdch stanic je ochrana zdrav\u00ed spot\u0159ebitel\u016f: v p\u0159\u00edpad\u011b stravovac\u00edch slu\u017eeb naprosto z\u00e1sadn\u00ed a st\u011b\u017eejn\u00ed p\u0159edpoklad. OOVZ \u2013 KHS v&nbsp;sou\u010dasnosti dozoruj\u00ed cca 40&nbsp;000 provozoven&nbsp;<em>(z toho cca 10&nbsp;000 provozoven \u0161koln\u00edho stravov\u00e1n\u00ed<\/em>). OOVZ \u2013 KHS tak dozoruj\u00ed je\u0161t\u011b v\u00edce provozoven ne\u017e samotn\u00e1 SZPI maj\u00edc\u00ed v&nbsp;dozoru cca 30&nbsp;000 provozoven.<\/p>\n\n\n\n<p>Dozor nad bezpe\u010dnost\u00ed pokrm\u016f v&nbsp;provozovn\u00e1ch poskytuj\u00edc\u00edch stravovac\u00ed slu\u017eby za\u010d\u00edn\u00e1 ji\u017e p\u0159i stavebn\u00edm uspo\u0159\u00e1d\u00e1n\u00ed a vybaven\u00ed provozoven. Danou kompetenc\u00ed disponuj\u00ed v&nbsp;r\u00e1mci stavebn\u00edch \u0159\u00edzen\u00ed pr\u00e1v\u011b hygienici. Maj\u00ed k&nbsp;tomu nejen pot\u0159ebn\u00e9 letit\u00e9 praktick\u00e9 zku\u0161enosti, ale tak\u00e9 pat\u0159i\u010dn\u00e9 zdravotnick\u00e9 vzd\u011bl\u00e1n\u00ed. Jedin\u011b hygienici maj\u00ed p\u0159ehled o v\u0161ech prostorech provozovny a schv\u00e1len\u00e9m sortimentu, kter\u00fd mus\u00ed odpov\u00eddat pr\u00e1v\u011b stavu a vybaven\u00ed provozovny. Hygienici d\u00e1le kontroluj\u00ed zdravotn\u00ed stav person\u00e1lu a ov\u011b\u0159uj\u00ed jeho p\u0159\u00edslu\u0161n\u00e9 nutn\u00e9 odborn\u00e9 znalosti jako jeden ze z\u00e1sadn\u00edch aspekt\u016f k tomu, aby byl vyroben zdravotn\u011b nez\u00e1vadn\u00fd pokrm. Mnoh\u00e9 p\u0159\u00edpady aliment\u00e1rn\u00edch onemocn\u011bn\u00ed \u010dasto mohou m\u00edt sv\u016fj z\u00e1klad ve zdravotn\u00edm stavu zam\u011bstnanc\u016f. Hygienici se i daleko v\u00edce zam\u011b\u0159uj\u00ed na technologick\u00e9 postupy a jejich bezpe\u010dnost p\u0159i v\u00fdrob\u011b pokrm\u016f. Naprosto standardn\u00edm a zaveden\u00fdm hlediskem hygienik\u016f je p\u0159i kontrol\u00e1ch rovn\u011b\u017e uplat\u0148ov\u00e1n\u00ed v\u0161ech dal\u0161\u00edch aspekt\u016f vypl\u00fdvaj\u00edc\u00edch z potravinov\u00e9ho pr\u00e1va. V&nbsp;tomto ohledu uplat\u0148uj\u00ed toto\u017enou a rovnocennou praxi jako SZPI. O v\u00fdsledc\u00edch sv\u00fdch kontroln\u00edch \u010dinnosti OOVZ \u2013 KHS standardn\u011b informuj\u00ed tak\u00e9 \u0161irokou laickou ve\u0159ejnost, na kterou se sna\u017e\u00ed d\u00e1le osv\u011btov\u011b p\u016fsobit.<\/p>\n\n\n\n<p>Naproti tomu SZPI \u0159e\u0161\u00ed prim\u00e1rn\u011b technick\u00e9 po\u017eadavky na v\u00fdrobky a problematiku klam\u00e1n\u00ed spot\u0159ebitel\u016f. C\u00edlem SZPI by m\u011blo b\u00fdt prov\u00e1d\u011bt kontrolu potravin prim\u00e1rn\u011b u zdroje, tedy u v\u00fdrobc\u016f, dovozc\u016f a v tr\u017en\u00ed s\u00edti. Stravovac\u00ed provozy, kter\u00e9 nakupuj\u00ed potraviny k v\u00fdrob\u011b pokrm\u016f hlavn\u011b v tr\u017en\u00ed s\u00edti, by m\u011bly m\u00edt dozorem prov\u00e1d\u011bn\u00fdm SZPI zaru\u010denou garanci, \u017ee nakupuj\u00ed kvalitn\u00ed potraviny stejn\u011b jako ka\u017ed\u00fd jin\u00fd spot\u0159ebitel.<\/p>\n\n\n\n<p>P\u0159edm\u011btem dozoru restaurac\u00ed a dal\u0161\u00edch provozoven stravovac\u00edch slu\u017eeb, dle n\u00e1zoru HSHMP, mus\u00ed b\u00fdt p\u0159edev\u0161\u00edm akcent a celkov\u00fd pohled na okolnosti, kter\u00e9 mohou ovlivnit zdravotn\u00ed nez\u00e1vadnost pokrm\u016f. Toto hledisko mohou v&nbsp;praxi komplexn\u011b zajistit v\u00fdhradn\u011b OOVZ &#8211; KHS. SZPI v tomto sm\u011bru takto komplexn\u00edho dozoru nen\u00ed schopna.<\/p>\n\n\n\n<p>Poslaneck\u00fd n\u00e1vrh absolutn\u011b nedom\u00fd\u0161l\u00ed d\u016fsledky p\u0159\u00edpadn\u00e9ho p\u0159ijet\u00ed novely do praxe. HSHMP a dal\u0161\u00ed krajsk\u00e9 hygienick\u00e9 stanice doufaj\u00ed, \u017ee nen\u00ed c\u00edlem poslaneck\u00e9ho n\u00e1vrhu vytv\u00e1\u0159et nefunk\u010dn\u00ed hygienickou slu\u017ebu. P\u0159ijet\u00ed novely by to v\u0161ak jednozna\u010dn\u011b zp\u016fsobilo. HSHMP upozor\u0148uje na to, \u017ee pr\u00e1v\u011b v&nbsp;sou\u010dasn\u00e9 dob\u011b by to rozhodn\u011b nem\u011blo b\u00fdt ve spole\u010densk\u00e9m z\u00e1jmu.<\/p>\n\n\n\n<p>HSHMP p\u0159ipom\u00edn\u00e1, \u017ee v&nbsp;minulosti ji\u017e hygienick\u00e9 stanice pro\u0161ly celou \u0159adou neuv\u00e1\u017een\u00fdch reduk\u010dn\u00edch krok\u016f, jejich\u017e d\u016fsledk\u016fm \u010del\u00edme do dne\u0161n\u00ed doby. Jedin\u011b d\u00edky enormn\u00edmu pracovn\u00edmu nasazen\u00ed v\u0161ech zbyl\u00fdch zam\u011bstnanc\u016f hygienick\u00fdch stanic se da\u0159\u00ed situaci onemocn\u011bn\u00ed covid-19 \u0159e\u0161it a dr\u017eet v&nbsp;je\u0161t\u011b \u00fanosn\u00fdch mez\u00edch. Hygienick\u00e1 slu\u017eba v\u0161ak nen\u00ed pouze o epidemiologii. Je o na sob\u011b prov\u00e1zan\u00fdch a z\u00e1visl\u00fdch podoborech, jejich\u017e naprosto nezastupitelnou sou\u010d\u00e1st\u00ed je pr\u00e1v\u011b hygiena v\u00fd\u017eivy. Jednotliv\u00e9 hygienick\u00e9 oblasti spolu \u00fazce kooperuj\u00ed a jsou na sob\u011b v&nbsp;mnoha kroc\u00edch vysoce z\u00e1visl\u00e9. Nikdo by ji\u017e nem\u011bl opakovat chyby z&nbsp;let 2006 a\u017e 2012. Bohu\u017eel p\u0159edkl\u00e1dan\u00e1 poslaneck\u00e1 novela k&nbsp;tomu op\u011bt sm\u011b\u0159uje&nbsp; a re\u00e1ln\u011b tak dnes hroz\u00ed dal\u0161\u00ed ochromen\u00ed hygienick\u00e9 slu\u017eby v&nbsp;\u010cR. &nbsp;<\/p>\n\n\n\n<p>Nikdo nem\u016f\u017ee vylou\u010dit, \u017ee se p\u0159\u00ed\u0161t\u00ed epidemie nebude \u0161\u00ed\u0159it cestou potravin a pokrm\u016f: a\u0165 prim\u00e1rn\u011b nebo druhotn\u011b kontaminac\u00ed \u010dlov\u011bkem \u2013 bakteriemi \u010di viry odoln\u00fdmi b\u011b\u017en\u00fdm postup\u016fm p\u0159i zpracov\u00e1n\u00ed. Schopnost do\u0161et\u0159ovat aliment\u00e1rn\u00ed i jin\u00e9 epidemick\u00e9 p\u0159\u00edpady souvis\u00ed s kompletn\u00ed znalost\u00ed prost\u0159ed\u00ed. To navr\u017een\u00e1 novela nezaji\u0161\u0165uje.<\/p>\n\n\n\n<p>Hygienick\u00e1 slu\u017eba v&nbsp;\u010cesk\u00e9 republice nutn\u011b dnes pot\u0159ebuje klid a stabilitu pro sv\u016fj dal\u0161\u00ed profesn\u00ed a person\u00e1ln\u00ed rozvoj . M\u00e1me na co navazovat. Tradice a histori\u00ed dosa\u017een\u00e1 kvalita \u010desk\u00e9 hygienick\u00e9 slu\u017eby je mnoha pam\u011btn\u00edky na sv\u011bt\u011b oce\u0148ov\u00e1na.
