O novele by m\u011bli poslanci PSP \u010cR hlasovat tento t\u00fdden.<\/p>\n\n\n\n<p>V&nbsp;\u010cR aktu\u00e1ln\u011b existuje cca 45&nbsp;000 provozoven spole\u010dn\u00e9ho stravov\u00e1n\u00ed otev\u0159en\u00e9ho typu, inspekto\u0159i SZPI mohou vykon\u00e1vat kontroly pouze ve 30&nbsp;000 z&nbsp;nich, kde dozor prov\u00e1d\u00ed nam\u00edsto Krajsk\u00fdch hygienick\u00fdch stanic ji\u017e v\u00edce ne\u017e 6 let.<\/p>\n\n\n\n<p>SZPI jako jedin\u00e1 dozorov\u00e1 organizace v&nbsp;\u010cR kontroluje cel\u00e9 spektrum po\u017eadavk\u016f potravinov\u00e9ho pr\u00e1va: (1.) hygienick\u00e9 po\u017eadavky \u2013 zaji\u0161t\u011bn\u00ed provozn\u00ed hygieny (pravideln\u00fd \u00faklid, \u010di\u0161t\u011bn\u00ed a sanitace), prevence \u0161\u00ed\u0159en\u00ed onemocn\u011bn\u00ed z potravin, postupy k regulaci \u0161k\u016fdc\u016f, (2.) mikrobiologick\u00e1 kontrola \u2013 p\u0159\u00edtomnost zdrav\u00ed \u0161kodliv\u00fdch mikroorganism\u016f nap\u0159.&nbsp;<em>Salmonella spp., Listeria monocytogenes, Campylobacter spp., Escherichia coli<\/em>, noroviry, mikrobiologick\u00e1 krit\u00e9ria hygieny \u2013 koliformn\u00ed bakterie, enterokoky, (3.) hygiena osobn\u00ed \u2013 zdravotn\u00ed zp\u016fsobilost zam\u011bstnanc\u016f, (4.) bezpe\u010dnost potravin \u2013 nap\u0159. p\u0159ep\u00e1len\u00e9 fritovac\u00ed oleje, kontaminovan\u00fd led k&nbsp;p\u0159\u00edprav\u011b n\u00e1poj\u016f, mikrobiologicky z\u00e1vadn\u00e9 zmrzliny, (5.) ozna\u010dov\u00e1n\u00ed \u2013 nap\u0159. alergeny, (6.) kvalita a fal\u0161ov\u00e1n\u00ed (\u0161izen\u00ed) potravin \u2013 nap\u0159. z\u00e1m\u011bna dra\u017e\u0161\u00edch druh\u016f mas za levn\u011bj\u0161\u00ed, vyd\u00e1v\u00e1n\u00ed rostlinn\u00fdch n\u00e1hra\u017eek za s\u00fdr, smetanu, atd.<\/p>\n\n\n\n<p>SZPI pova\u017euje za neudr\u017eiteln\u00e9, aby 30&nbsp;000 provozoven spole\u010dn\u00e9ho stravov\u00e1n\u00ed bylo podrobov\u00e1no komplexn\u00ed kontrole od hygienick\u00fdch po\u017eadavk\u016f v\u010d. zdravotn\u00edho zp\u016fsobilosti zam\u011bstnanc\u016f, p\u0159es bezpe\u010dnost, fal\u0161ov\u00e1n\u00ed a jakost pokrm\u016f a\u017e po ozna\u010dov\u00e1n\u00ed a kontroly ve zbyl\u00fdch 15&nbsp;000 provozovn\u00e1ch mimo kompetenci SZPI se zam\u011b\u0159ovaly prim\u00e1rn\u011b na hygienu a ostatn\u00ed aspekty potravinov\u00e9ho pr\u00e1va v\u010detn\u011b fal\u0161ov\u00e1n\u00ed zde hr\u00e1ly zcela okrajovou roli. To vytv\u00e1\u0159\u00ed nerovn\u00e9 podm\u00ednky pro podnikatele a dvoj\u00ed standard ochrany pr\u00e1v spot\u0159ebitel\u016f.<\/p>\n\n\n\n<p>P\u0159edm\u011btn\u00e1 novela z\u00e1kona o potravin\u00e1ch umo\u017en\u00ed inspektor\u016fm SZPI vstup i do zb\u00fdvaj\u00edc\u00edch 15&nbsp;000 provozoven, \u010d\u00edm\u017e dojde k logick\u00e9mu sjednocen\u00ed kontroln\u00edch kompetenc\u00ed pod jedn\u00edm org\u00e1nem dozoru. To zajist\u00ed jednotnou kontroln\u00ed praxi nap\u0159\u00ed\u010d cel\u00fdm segmentem spole\u010dn\u00e9ho stravov\u00e1n\u00ed otev\u0159en\u00e9ho typu v&nbsp;\u010cR, a to v komplexn\u00ed \u0161\u00ed\u0159i potravinov\u00e9ho pr\u00e1va v\u010detn\u011b pat\u0159i\u010dn\u00e9ho d\u016frazu na problematiku fal\u0161ov\u00e1n\u00ed potravin a pokrm\u016f. Zm\u011bna zajist\u00ed i sjednocen\u00ed v\u00fd\u0161e pokut za jednotliv\u00e9 pr\u00e1vn\u00ed kvalifikace.<\/p>\n\n\n\n<p>Benefitovat budou jednak poctiv\u00ed provozovatel\u00e9 t\u00edm, \u017ee ve v\u0161ech restaurac\u00edch budou kontroly realizov\u00e1ny dle jednotn\u00fdch po\u017eadavk\u016f a jednak spot\u0159ebitel\u00e9 t\u00edm, \u017ee ve v\u0161ech restaurac\u00edch bude zaji\u0161t\u011bn stejn\u00fd standard bezpe\u010dnosti i jakosti pokrm\u016f. Zm\u011bnou nedojde k&nbsp;ohro\u017een\u00ed zdrav\u00ed spot\u0159ebitel\u016f \u010di k&nbsp;zanedb\u00e1n\u00ed prevence, kdy\u017e dozor SZPI je na prevenci zam\u011b\u0159en a ji\u017e od sv\u00e9ho zalo\u017een\u00ed SZPI tento typ dozoru vykon\u00e1v\u00e1 v rizikov\u00fdch provozech, jako je v\u00fdroba potravin.<\/p>\n\n\n\n<p>Krajsk\u00e9 hygienick\u00e9 stanice i nad\u00e1le budou vykon\u00e1vat dozor v&nbsp;cca 15&nbsp;000 provozovn\u00e1ch \u201euzav\u0159en\u00e9ho\u201c stravov\u00e1n\u00ed (nap\u0159. stravov\u00e1n\u00ed ve \u0161kol\u00e1ch, \u0161kolk\u00e1ch, domovech d\u016fchodc\u016f, nemocnic\u00edch, na d\u011btsk\u00fdch t\u00e1borech). Opr\u00e1vn\u011bn\u00ed KHS k&nbsp;&nbsp;prov\u00e1d\u011bn\u00ed epidemiologick\u00fdch \u0161et\u0159en\u00ed ve v\u0161ech provozovn\u00e1ch potravin\u00e1\u0159sk\u00fdch podnik\u016f (zejm\u00e9na v\u00fdroby, maloobchod, restaurace) nebude dot\u010deno. SZPI s&nbsp;KHS v&nbsp;p\u0159\u00edpad\u011b pot\u0159eby epidemiologick\u00e9ho \u0161et\u0159en\u00ed pln\u011b spolupracuje a p\u0159ed\u00e1v\u00e1 j\u00ed pot\u0159ebn\u00e9 informace, p\u0159\u00edpadn\u011b se \u00fa\u010dastn\u00ed spole\u010dn\u00fdch kontroln\u00edch akc\u00ed.<\/p>\n\n\n\n<p>SZPI, jako centr\u00e1ln\u011b \u0159\u00edzen\u00fd \u00fa\u0159ad, prov\u00e1d\u00ed kontrolu po\u017eadavk\u016f potravinov\u00e9ho pr\u00e1va v\u00a0cel\u00e9 \u0161\u00ed\u0159i nap\u0159\u00ed\u010d celou \u010cR na vysok\u00e9 odborn\u00e9 \u00farovni, jednotn\u011b, p\u0159edv\u00eddateln\u011b a transparentn\u011b. Sv\u00e9 v\u00fdsledky syst\u00e9mov\u011b zve\u0159ej\u0148uje na jednom m\u00edst\u011b \u2013\u00a0<a href=\"http:\/\/www.potravinynapranyri.cz\/\">www.potravinynapranyri.cz<\/a>\u00a0a na p\u0159idru\u017een\u00fdch \u00fa\u010dtech na soci\u00e1ln\u00edch s\u00edt\u00edch facebook twitter a instragram.
